    PLANNING PROJECTS

    Planning projects play an essential role in establishing comprehensive, well-researched blueprints for the region that help to enable the success of deployment projects and aid in securing deployment funding.

    Alternative Fuel Corridor Planning
    Through the Federal Highway Administration’s Alternative Fuel Corridor Program, every interstate in Texas, and several other key highways, have been designated as alternative fuel corridors. Corridor designation means that a driver could travel that roadway in the designated alternative fuel vehicle and be confident that refueling facilities for that fuel are available (e.g., electric charging stations are available on electric corridors). Designated alternative fuels include electricity, hydrogen, compressed natural gas, liquified natural gas, and propane (LPG). NCTCOG/Dallas-Fort Worth Clean Cities (DFWCC) has been deeply engaged in expanding alternative fuel usage in Texas.

    GUMBO
    The GUMBO workforce development initiative, led by Louisiana Clean Fuels, aims to address the demand for skilled EV charging technicians by providing training in installation, operations, and maintenance, with Dallas-Fort Worth Clean Cities engaging local partners to implement the curriculum in North Texas and expand opportunities for underrepresented populations. 

    IH 45 Corridor Zero Emission Vehicle Plan
    Through the Interstate Highway (IH) 45 Corridor Zero Emission Vehicle (ZEV) Plan, the North Central Texas Council of Governments (NCTCOG), which serves as the host agency for the Dallas-Fort Worth Clean Cities Coalition (DFWCC), has outlined recommendations for build-out of new charging or fueling infrastructure to support ZEV project deployment, including both battery electric vehicles (BEVs) and hydrogen fuel cell electric vehicles (FCEVs), along IH 45.

    National Electric Vehicle Infrastructure (NEVI) Formula Program/Texas EV Charging Plan
    Staff is coordinating closely with the Texas Department of Transportation (TxDOT) to implement this program in Texas. NEVI guidelines and funding are tied to electric vehicle corridor designations established through the Alternative Fuel Corridors Program. 

    Planning Resilient EV Charging
    Supported by funding from the Joint Office of Energy and Transportation, NCTCOG will lead stakeholders in developing a comprehensive EV charging resiliency plan for North Texas to ensure continuity of critical EV travel during grid disruptions. This project will address challenges to the grid posed by population growth, extreme weather, and economic development through risk assessment, resilience strategies, and demonstration projects.


    DEPLOYMENT PROJECTS

    Deployment projects are how the Coalition implements strategies that support our mission. These projects include deployment of infrastructure, vehicles, demonstration activities, and more. 

    North Texas Electric Vehicle Charging Station Call for Projects
    NCTCOG has been awarded $15 million through the Community Program of the Federal Highway Administration's (FHWA) Charging and Fueling Infrastructure (CFI) Discretionary Grant Program to deploy up to 100 EV charging ports on public-sector properties in the region and to hire a consultant to streamline implementation. This project aims to fill gaps in the existing charging station network and achieve more equal access to charging stations for all people in the region.

    North Texas Reliable Electric Vehicle Infrastructure Project
    NCTCOG has been awarded $3.66 million through the Electric Vehicle Charger Reliability and Accessibility Accelerator Program to repair, replace, or upgrade existing but non-operational electric vehicle charging stations. The project aims to increase reliability of the regional EV charging network and ensure regional EV drivers can have confidence in infrastructure availability.

    Multimodal Drone Delivery Demonstration Project
    The Multimodal Drone Delivery Project, funded by the U.S. Department of Energy (DOE), is a collaboration between NCTCOG, the City of Arlington, Tarrant County Food Bank, UTA, and several other regional partners. This initiative seeks to transform last-mile delivery by utilizing fully electric, autonomous transportation modes, including aerial robots, electric vehicles, and ground-based robots to enhance mobility options for those without reliable transportation. The insights gained from these demonstrations will help create a blueprint to improve delivery system efficiency, reducing vehicle miles traveled and lowering emissions, and accessibility to critical goods for mobility-challenged individuals. 

    Texas Hydrogen and Electric Freight Truck Infrastructure Project
    NCTCOG has been awarded $70 million through the Corridor Program of the FHWA CFI Discretionary Grant Program to construct up to 5 medium-/heavy- duty hydrogen refueling stations along the Texas Triangle. The project was informed by NCTCOG’s Interstate 45 Zero-Emission Vehicle Plan.


    TECHNICAL ASSISTANCE

    DFW Clean Cities provides assistance to fleets and local governments looking to adopt or expand alternative fuel usage. 

    Charging Smart
    Charging Smart is a technical assistance and designation program that recognizes communities for electric vehicle (EV) readiness. Through this program, Dallas-Fort Worth Clean Cities (DFWCC) provides personalized, no-cost technical assistance to help local governments streamline planning, permitting, and inspections to more quickly and easily deploy EV charging infrastructure.  

    Engine Off North Texas
    Engine Off North Texas (EONT) is a regional initiative dedicated to reducing the impacts associated with the unnecessary idling of vehicles. Efforts are focused on expanding the adoption of anti-idling ordinances, implementing policies for fleets, providing idle reduction technology options, and promoting various idle reduction strategies across the region.

    Clean Vehicle and Technologies Vendor Inventory
    Coming Soon: Dallas-Fort Worth Clean Cities invites companies that provide products or services related to alternative fuels (electric, natural gas, propane, biofuels, etc.) to complete this form to be included in the Alternative Fuel Vehicle and Technologies Vendor Inventory. This online inventory serves as a resource to public and private fleets, local governments, and other entities seeking to procure alternative fuel vehicles, infrastructure, equipment and related services.   

    NGV UP-TIME Final Technical Report 
    The Natural Gas Updated Performance Tracking Integrating Maintenance Expenses Report evaluates the difference in maintenance frequency and costs between various heavy-duty natural gas engines and current diesel engines.

    Fleet Analysis and Transition Planning
    Fleets can receive free assistance from DFWCC with identifying funding opportunities to assist with the adopting alternative fuel vehicles, calculating the potential emission benefits of transitioning from conventional fuel to alternative fuel vehicles, and developing an alternative fuel vehicle transition plan.     POLICIES

    Clean Fleet Policy
    The Clean Fleet Policy provides a framework for fleets to reduce emissions, save fuel, and collaborate with Dallas-Fort Worth Clean Cities to improve the region's air quality. Policy adoptees are also eligible to apply for clean vehicle funding made available by the Regional Transportation Council and can be recognized through the DFWCC Fleet Recognition program.
